These include allergic reactions to medications, unusual skin color, scars and sometimes numbness in the area of the surgery.

Yes the fat cells are permanently removed from that particular area, but you can gain weight in other places if proper diet and exercise regimen is not maintained.

Neck Liposuction is a procedure in which the fatty tissue from beneath the chin is removed using liposuction and the neck is reshaped.

Is it really safe?

Yes, it is relatively safe. There are minor complications that can occur, but they rarely do. They include; discoloration of the skin, allergic reactions to medications, scars or numbness in the general area of the surgery.
