You must be doing a lots of weight training exercises like push ups, lunges, squats, etc. These types of exercises would help to tone your body rather than reducing fat weight. While cardio exercises like running,jogging, brisk walking, etc would help to reduce your body fat percentage. You are getting inch loos which means that your body fat has reduced and muscles are toned.. So whats the problem in it ? You are able to see results in mirror which is more important. And if you really want to see only weight loss then you need to work only on cardio and you would see results on weighing machine. But i would suggest you to continue same workout pattern as with that you can get a firm body than by doing just cardio.
