Certainly not. If not cooked body cannot assimilate the starch properly. Not just starch the other nutrients too. It could cause stomach problems. Starch is the carb. in a complex form. To breakdown cooking is essential. They become tender after cooking ,easy to chew and you get all its nutrients. Those who eat raw rice are those with the'' pitta dosha",acc. to Ayu rveda. Also rice that you get from the market may be stored in unhygienic environments. Rodents ,moisture causing microbial growth. Cooking will make it clean and hygienic. And remember the aroma of cooked rice; What else can beat the pleasing smell of cooked basmati rice.

The reason why we do not eat raw rice is because it swells your stomach causing aches. If you eat a large amount, you could certainly have discomfort. In extreme cases, your stomach could even burst. This has actually happened to people, mostly children.
